UO Homepage Theme

Reworked homepage header

• The UO Homepage header region is updated with a new layout to better use the header space. These changes shrink the header height to allow more content to fit above the fold on the homepage.
• The UO Homepage header region is updated with a new color gradient for the background to improve consistency with the UO Banner colors.
